How to open a file blocked by registry policy setting ?

when i try to open a regular power point file, i get an error "you are trying
to open a file type that is blocked by your registry policy setting". i knwo
these are regular files that i had accessed before without a problem.

can some one help me with the following:

1) why do I get this error message ?
2) how to get around this and be able to open the files ?

yes, it has worked; i have opened the files, stored them in the new format
and restored the SP3 settings (the warnings have scared me !)
