How to move message between public folders in Outlook

We have mails send to group mail-id that are getting routed to public folder
of outlook. How we can manage this public folder to arrange the mail message
and move them to specific other public folders based on send-to or subject
field filtering.
1) Can we use Administrator-> Rule option on public folder to do this
2) Or is ther any other option

You can use the Folder Assistant feature to create rules for public folders.
