how to make the software under the other user available to all use

My comupter has been set up with two users. some softwares are only
available under one user. How can I make all softwares installed in this
computer be available to all users?

Chances are that it's simply a question of the shortcuts not being on the
other users' desktops.

Simplest resolution is to move the shortcuts to the All Users profile. They
will then appear -as one might expect- on all desktops.

Profiles are under 'Documents and Settings' and you will see 'desktop' and
start menu' items for each user.
