How to let a non-administrator user in XP Pro install/run ActiveX?

I'm using Star Reports that is an editor that runs in Internet Explorer.
Every time a user wants to run the software it needs to reinstall the ActiveX
component. How do I stop this? Its driving both me and the users crazy.
I'd appreciate any suggestions.

Doesn't matter. Go to Tools-Internet Options-Security and click on Custom
Settings (In Internet Explorer). the first section contains options for
running Active X controls. Try setting different options there.
