How to delete all 'users' and recreate administrator profile in XP ?

Having a problem with XP Media Center preparation to upgrade to Win 7 Pro.
Trying to run Windows Easy Transfer for XP to 7 but getting the following
error after WET install and launch:

"You are currently logged on using a temporary profile. Try starting your
computer again"

Restarting and/or creating a new Administrator and restarting does not solve
problem.

There are only 2 settings in control Panel/Users...main Administrator Login
and Guests...there are no Guests created. In Computer Management there are
a number of Users/Administrators listed...but nothing marked or indicated
as "temporary".

This is a stand alone home system/installation. I do have a home
network...more or less...but only a few files/folders are set up as 'shared'

Is there a way to delete all Administrators/Users in XP and then restart
while setting up new/replacement "Administrator" user ? Or, can anyone
suggest how to get rid of the "You are currently logged on using a temporary
profile. Try starting your computer again" message so WET will run ?

- Does the problem persist when you boot into Safe Mode with Networking?
- What do you see when you type the following commands at a Command Prompt:
set user
net user

Same issue when booting to Safe Mode....but...there is a "temp" setting in
"net user"

Also...when I load Command Prompt from All Programs/Accessories/right click
Command Prompt - run as "Administrator"...I get the error message included
at the bottom of the net_user.jpg ?

I am unable to see any "temp" setting in the output of the "net user"
command. It does not appear to be anywhere on the screen. Does the temp
folder referenced by %temp% exist?

I am equally unable to shed any light on the error message you get when you
open a Command Prompt, nor do I know why the Easy Transfer tool should
complain about the temporary profile. Your screen shot shows that the
profile folder "c:\Documents and Settings\Administrator" exists and that it
agrees with the profile folder location specified by %UserProfile%. The only
explanation I have is that the permission structure of this profile might be
inappropriate. Here is how you can fix it:
1. Log on as Administrator.
2. Open a Command Prompt.
3. Type these commands:
net user Tim xxxyyy /add
(replace xxxyyy with some password)
net localgroup Administrators Tim /add
4. Reboot the machine
5. Log on as Tim
6. Rename c:\Documents and Settings\Administrator to Administrator.bad
7. See if you can run the Easy Transfer tool while logged on as Tim or as
Administrator. When you log on as Administrator then Windows will create a
new profile folder.

Note also the general recommendation that it is far better to do a clean
installation of Windows 7 than an upgrade from WinXP. Many people think that
an upgrade is a fix-all for the various things that have gone wrong with an
XP installation over the years. The opposite is true: The worse the
condition of an existing WinXP installation, the worse the Windows 7 end
result.

Thanks...the "Guest" issue I was referring to is the IUSR_MARYANN under the
dotted line in column 3 of the net_user.jpg. Ofcourse...I haven't a clue as
to what I'm talking about but there is an entry also in my 1st screenshot
also showing this...I have no such entry on my own system USER items ?

Unless I hear back...I will proceed with the options you listed.

p.s. The command prompt goes away in regular boot...only appeared in right
click on safe boot
