How to kill this pop up window. Help

Whenever I close the last Internet Explorer 6 window ( WinXP) , a pop
up IE window will appear saying that some "URL" cannot be found
....etc. This is a window without the URL bar and button bar. It can be
closed but it is annoying to see it everytime i finish surfing.

The prime suspect is Hotbar. I removed it and used Spybot , Pop up
Killer to clean everything. But the problem remains.

Something to do with the registry???

Any help will be appreciated
