How to install video driver?

I have an interesting problem...I recently installed a hard drive on a
different Thinkpad laptop with XP. Everything actually works great,
except for a scrolling (slow) problem in all programs. I figured it to
be a messed up video driver, but when I try and update the driver via
the control panel, 'driver details' is grayed out. I also downloaded
the drivers from IBM and it says I must install a standard VGA monitor
first and that one (ini) cannot be found. But how do I do this? In
device manager, there is no device for Monitor or Display Adapter. If I
go to Add/Remove hardware, I have no luck--the options there require
finding drivers that don't appear to be on my system. I'm sure there's
a way to install workable video drivers...perhaps I can use the XP
install CD, but it's as if Windows thinks the device is installed or
doesn't see the device, yet I'm able to see my display! Thanks for any
help!

Restart the computer and tap F8 to start the computer in safe mode. Install
your video drivers from there and see if that makes any difference.

How do I do this though, once I'm in Safe Mode? What are the steps to
add the standard VGA monitor? What I'm trying doesn't work, i.e. Add
Hardware wizard and pointing to .inf file on XP CD (I'm not sure where
to point it to, everything I point it to says the specified driver
cannot be found). Also, the driver details button in the Control Panel
settings is still grayed out in Safe Mode.
