how to install service pack 4 without web conection

You can download and save SP4 to disk (aka SP4 Network Installation)
with another "connected" pc then copy it to cd or zip disk for
installation on the "unconnected" pc (if you have a zip drive). Or you
can save it on a laptop and transfer it to the unconnected pc via USB or
parallel port. Or, like the other poster suggested, order it on cd.
