How to install Security Updates via GPO??

Can the security updates be installed via GPO without the
user needing local Admin rights?
.... and without creating a MSI package?

Installed via GPO - yes, but it is not supported by Microsoft
without creating MSI - no

You can install updates with SMS (I'm pretty sure), or SUS.
