How to install frontpage 2000 in XP

I Bought a frontpage 2000 CD and it won't install and gives me this message
"error 1608 Could not find any previously installed compliant products on the
machine for installing this product.

That means it's an upgrade, and you must have a previous full version of
FrontPage as a qualifying product in order to use it.

You have an upgrade version, and it is looking for an already installed earlier version so it can
perform the upgrade.
