How To Get Date Format to "Stick"

The date format in my Newsgroups and Eudora e-mail programme keeps
changing from the dd/mm/yyyy format back to the mm/dd/yyyy format and
as I am in the U.K.not elsewhere this is pissing me off.
I go in to Control Panel and change the settings in the Regional and
Language options but it works Ok until I shut the PC down for the
night then when I wake it up in the morning it has reverted to the
mm/dd/yyyy settings .How can I get it to "stick" the way i want .I am
using Windows XP Professional

Start | Run | Type: gpedit.msc | OK |
Navigate to >>
User Configuration\Administrative Templates\Desktop\
Don't save settings on exit

Set to Not Configured.

Don't save settings on exit

If you enable this setting, users can change the desktop, but some changes,
such as the position of open windows or the size and position of the
taskbar, are not saved when users log off. However, shortcuts placed on the
desktop are always saved.]]

tried both suggestions and neither were successful..Reboots puts the
date format back to the mm/dd/yyyy format
