Configuring Date Format

I have my date format set up as MM/DD/YYYY, but all MS apps show date as
DD/MM/YYYY, and if I type in MM/DD in Excel, the format comes back as
MM/01/20DD (ie. I type 10/17, it comes back as 10/01/2017).

I have checked date and time settings in Control panel and in Excel. No luck.

Can anyone tell me where to look to reset to the correct format?

Check in the Format --> Cell in Excel.

Thank you for your response Yves, but the problem is not in the cell
formatting within Excel. All MS apps have this problem. I believe it is
coming from the Windows XP operating environment.

I would ask your question in an Excel newsgroup. BTW DD/MM works OK as a
custom format.

I will direct the question to an Excel newsgroup as suggested, but I am
confident that the problem I am experiencing relates to the XP environment in
general as I have the same problem with Outlook dates appearing in
international format of dd/mm/yyyy. Is there some location other than 'date
and time' or 'regional and language options" in control panel? The short date
format appears as dd/m/yyyy even in regional and language options, and my
country is set to United States
