Date Format Problems

The date format in my Newsgroups keeps changing from the dd/mm/yyyy
format back to the mm/dd/yyyy format and as I am in the U.K.not
elsewhere this is pissing me off.I go in to Control Panel and change
the settings in the Regional and Language options but it works Ok
until I shut the PC down for the night then wake it up in the morning
..It has reverted to the mm/dd/yyyy settings .How can I get it to
"stick" the way i want .I am using Windows XP Professional

Open the Control Panel in Classic View and click Date, time, etc.
Now click "Change the format of......etc.
Make your changes, then click Apply first then OK, to set and save settings.
Reboot.
