How to Format Recovery Console

I removed recovery consolefrom secondary drive (use cd's if needed) and use
this 4.23 GB drive for temporary storage of files folders software programs
etc. even though nothing shows up in or on this drive IT SHOWS ONLY 2.73 GB
free. When I try to format(rt click format) error appears cannot format. When
I use cmd Format drive and enter volume label windows states incorrect volume
label. How can I format this drive so all 4.23 gb can be used for storage?

What are the partitions on that drive? You'll probably find that there is
only one partition made, or others that XP doesn't recognise. Use the Disk
Manager to see what the partitions are.

XP does not have tools to allow partitions sizes to be changed at any time
other than creation. So, to make one partition the full size of that
drive, you have to remove the partitions now on it and create one new one
the full size, then format that. This will, of course, permanently remove
any data that's on it now.
