how to find what is taking up the CPU

My system P4 3.8Ghz 2 Gig memory, W2k Pro latest service packs and updates,
USB optical mouse,
every so often (like 5 seconds) my mouse pauses, the CPU jumps to 50% and I
need to find out why?
This is a new system, fairly fast.

Have you checked for viruses, trojans etc?

Do you get the same problem when you boot in Safe Mode?
If not, a third-party driver may be causing the trouble.
