Not only that, but every company I have talked to that offshored a project
has been completely dissapponted with the results. No (or very poor)
communication, language barriers, time zone differences, quality of product,
change management... the list goes on and on. I would rather see H1 visas
then offshoring.

Having been through a project like this I can relate to these issues. Don't
do it unless you are prepared for a lot of difficult project management.

Why don't you try Eastern Europe? eg: Romania ...

They might not be as cheap as India, but they are surely
more reliable and quality is far better than India.
Plus much better trained ...

Yes! So "talented" in fact, they even respond to dead threads that
haven't seen activity in almost 4 months!
