How to enforce user to login with password in Windows XP (Sp2)?

Dear All,
There is a new PC installed with Windows XP (SP2). But there is no way to
enforce a user to login with password. I have tried to user the command
"control userpassword2" but there is no popup appears and no error message
(also no error message in eventvwr).

Is there any way to reactivate the "control userpassword2" command?

spell it right "control userpasswords2", you forgot the "s"
