How to Enable the Toolbars button

Hello,

On the Start taskbar if you press right mouse then you see the Toolbars. If
you click on it it shows things like Address, Quick Launch etc and New
Toolbar... The problem I've got is all these menus are disabled. How do I
enable it?

Try the fix here (see line 192, right-hand side: Restore the toolbars
from being greyed out)

What happens if you hover over the ones you want active and check them?
