Boot into Safe Mode, then go back to regular mode. Try to move the
tools again.

Right-click the Taskbar, click "Properties", click "Start Menu" tab,
click "Customize" button, click "Advanced" tab, click "Enable dragging
and dropping". Try unlocking and dragging the QL bar to the Desktop again.

Not all of the vertical lines will drag. The one in the Google toolbar to
the left of the word Google stays put. I want to combine toolbars and I
can't. What a debacle!

I think I becomes crazy. Nothing helps.

Can you create a toolbar, and drag it to the desktop? If so, then drag
the Quick Launch shortcuts to that toolbar, remove the QL toolbar.

Can you drag and drop shortcuts icons on the desktop? I'm wondering if
there's a permissions problem somewhere, such as on the Taskbar folder
on somewhere more global.
