how to do Event/Notification on Wins2000?

I want do Event/Notification when a USB device plugged in. I am working
on a Windows 2000 computer. Is there a way to do that?

There is an article called "Device Notification via WMI" available on the
site referenced above, but this one is currently giving a server error.
