How to disable pop-up blocker in MSIE?

I'm having problems with with MSIE-6 for Win2K not displaying a desireable
pop-up.
This is preventing me from configuring a router (local intranet zone) and
from using Dell's Saved Items (Internet zone). Instead of popping up a new
window, MSIE goes "bonk". (Longer than a click, shorter than a ding or
chord.) The message "A pop-up was blocked" shows in the lower left corner
for half a second.

I found the instructions on how to set the blocker in MSIE for WinXP SP2
(http://www.microsoft.com/windowsxp/using/web/sp2_popupblocker.mspx), but
MSIE-6.0.2800.1106 for Win2K Pro does not have a Pop-Up Blocker item in the
Tools menu.

There is no third-party pop-up blocker running on my laptop that I can tell.

This problem is also affecting the fnShowHelp() for "About display names"
and "More..." (but not "Terms of Use") on this New Question page.
 
There is no native popup blocker in Windows 2000 version of IE

IE/Windows doesn't have a built-in popup blocker unless you're using WinXP
SP2.

Then you have another popup blocker loaded. Are you using the Google
toolbar, perchance?

Ah, but there has to be, or you wouldn't see this behavior.

As a test, try holding down CTRL when clicking a link for which you want to
allow a popup. That works in many products.

Also look in add/remove programs to see what popup blocker is listed.

Nothing there that claimed to be a pop-up blocker. Since it did not affect
Mozilla, I assumed it was inside MSIE.

Bingo. There is a Yahoo toolbar in my MSIE. I did not realize that it
blocks pop-ups by default. Yes, now I see the settings to block or allow
pop-ups. Thank you for pointing me in the right direction.
