How to disable Internet access for ONE user?

How do I disable internet access for one and only one
user? I found how to disable access (programs access and
defaults) but it disables internet access for all users.

If you tried with the content advisor you cannot it's all or nothing.

ModemLockDown (http://modemlockdown.techconz.com) password protects
access to the internet for both dial-up users and highspeed access(2k
& XP only). You can either use the
auto-lock on windows startup option or allocate 1 hour access blocks
on a day of the week basis for individuals users.
