How to create boot disk (with CD support)

How do you create a boot disk with CD-ROM support in WinXP? I RMB on the
floppy drive > Format > Create an MS-DOS startup disk but it doesn't include
CD-ROM support. I remember doing this in the Win98 days but I can't find it.

TIA
