how to configure delegate for a mailbox without logging in the mai

I want to know if it is possible to configure delegate for a mailbox without
logging in it through Outlook.

The problem I'm facing is that I can only login one Exchange mailbox at any
one time, but I need to configure delegates for dozens of mailboxes.

Even if I "open" other mailboxes in Outlook, if I'm not logging in the email
account for those mailboxes, I cannot configure the delegate.

Please advise.

What type of delegate permissions? Send on behlaf of? This can be done
through Active Directory Users and Computers. Open the user-> tab Exchange
General-> button Delivery Options...
