How to chmod files folders via FrontPage 2003

I thought I could right click a file and select to change permissions on it;
but not so. After checking all the available menus I have not been able to
ascertain how to chmod files and or folders via FrontPage 2003

To explicitly CHMOD a file or folder use an FTP program.
FP 2003 will set some permissions on Folders (but not files), if the host
has set up the extensions to allow it, but the full scope of the CHMOD
command is not available.
Right click the folder, choose properties, and change the permissions. If
the permissions' radios are greyed out, the host does not allow changes
using this method.

I am running the server (i.e. I am the host). How do I tell FrontPage to
allow the setting of permissions within FrontPage? I can't find anything of
the sort in the FrontPage Administration pages.

I need to do the equivalent of chmod 777 for a temp folder used by a PHP
script, however, FrontPage seems to force its own permissions ignoring the
folder permission set on the server.

This is really annoying. Hopefully this is possible, otherwise I may simply
have to stop using FrontPage and go back to other development tools and FTP.
:-( Too bad since FrontPage makes certain things easier.

I assume uninstalling the FrontPage extensions will give back control to the
operating system, right?

On my Unix server (which will be gone at the end of June) I can use

runs Apache on BeOS, with FrontPage 2002 extensions.

It is possible that running server health will reset the permissions,
but this has not happened yet.
