Change file attributes

I have a software company trying to install their package on my web site and
they say they cannot change file attributes. The following is a message I
received from them:

"We have to change the attributes on some files and folders, but its not
possible with the CHMOD command through FTP.
We are not very familiar with FrontPage, but can you find the way to change
attributes of these files/folders?"

I would appreciate any advice because the software that I am trying to
incorporate is very important to me.

I did go to Godaddy who said that the problem was in the Front Page software. All they could do was to add or delete FP extensions. They have no way to change file attributes
