How to change the local security Policy on XP home

I have an XP home pc on my network but the setting to allow the user to
save network passwords is disable. The setting is "Network Access ->
Do not allow storage of crendentials or .NET passports for NEt Auth"
and that seems to be enable but i can't find a way to disable it in XP
Home.

Any Ideas?
