How to change "Language used in meus and dialogs"

My WinXP is Japanese version and all menus are in Japanese.
I want to change them to English so that my wife can use as well.
Microsoft site
(http://www.microsoft.com/globaldev/reference/win2k/setup/specify.mspx) says
it is possible by use of "muisetup.exe" under control panel/regional
setting/Regional and input language options/ Language tab. However in my
system, it doesn't bring: "Language used in meus and dialogs". aslo my system
doesn't have "muisetup.exe"
Is it possible to download it from Microsoft site or elsewhere?
Is there any other solution?

The MUI (Multi Language Interface) is only available for the English version of Windows XP for customers who use one of the Volume Licensing programs. It is not available through retail channels. Here are some links which will explain this feature and how to obtain it.

How can I acquire Windows MUI?
The Windows XP/2000 MUI is sold only through Volume Licensing programs such as the Microsoft Open License Program (MOLP / Open), Select, and Enterprise agreement (or with a new computer as an OEM version at customer request).
