how to block the button open in ie

Someone knows how to block the button open when the user try's to download a
file from internet in internet explorer.

Thanks.
 
Might be a good post for the IE group. Not trying to be snot, but it seems
like something they'd be more familiar with. I'm not aware of anything in a
GPO.
