how to backup email and all email account settings?

There isnt one in Office 2007, there is one on Office 2003
You can use the free backup addin, for the data files, available from MS
Outlook site

open Microsoft Office - Microsoft Office Tools but I do not see an option for

That's because Office 2007 doesn't have that feature.
