Word 2007 has smart quotes enabled by default, but the setting is at Office
Button | Word Options | Proofing | AutoCorrect Options | AutoFormat As You
Type.
Go to Office button > Word Options > Proofing > AutoCorrect Options >
AutoFormat As You Type and check the box for "'Straight quotes' with 'smart
quotes'".
If you receive a document that has straight quotes and you want to
make them into smart quotes, do a Find/Replace (Ctrl-H) with " in the
Find box and " in the Replace box; then do it again with ' and '.
(Yes, you don't have to type anything special in the Replace box,
because you have the "Use smart quotes" option checked as Jay and
Suzanne explained.)

Alternatively, with that (and perhaps only that) option enabled in
AutoFormat, you can run AutoFormat over the document. That's one of the
first buttons I added to my QAT.
