My goal is to respond as quickly as possible to leads generated by a vendor
that I subscribe to. If an autoresponder was in place that would go to the
link in the email message it in effect tells the sender that the lead was
accepted. I'm curious about the security risk you mentioned.

Sure.

Let's suppose I sent you a message that links to a virus. I will use the
term "virus" loosely here to refer to any malicious software. You
automatically execute it, and it's over. It doesn't even have to be a
malicious software, just possibly a rogue website with explicit content that
you wouldn't want to popup at the worst moment. After all, you would
essentially create a popup generator for all the spam.

It is easily possible to automate Outlook to this extent, however this is
the wrong newsgroup for this question. Here we talk about Business Contacts
Manager for Outlook only. You want
microsoft.public.office.developer.outlook.vba or at least
microsoft.public.outlook, although they'll send you to the VBA group as
well.

Here is how you should phrase your question:

"I need to parse for URLs incoming mail from a specific sender and to
automatically run Internet Explorer on those URLs. Additionally, I'd like to
have Outlook to send me a notification to my SMS e-mail address."

I know they I'd want an SMS alert, but your needs may be different. I know
how to do this in general, but the experts in that group will know how to do
it efficiently.
