How to access docs/settings on connected hard drive

When I take a hard drive out of one of my computers and hook it up to
another computer, using an external USB enclosure, I cannot access my
account in the Documents and Settings folder.

How can I give myself access?

You didn't say what happens (error message texts are always useful to have),
