how many rules does Outlook 2003 actually allow

I have several rules in my Outlook 2003 but I have noticed that the last few
I have entered are not working. Is there a limit to the number of rules that
Outlook 2003 will allow?

When connected to Exchange you can only have up to 32KB of rules. How many
do you have?

Nope, I'm not saying that. Each rule is unique in size. Are you connected to
an Exchange server?
Note that 32 rules is quite a lot. You might be more effective when using a
combination of rules, categories, views and Search Folders.

Depends on what you do with them now by rules; just move them to separate
folders? In that case consider using views to select only those
users/categories or highlight them. If it is across folders you can do the
same but then within a Search Folder. In general it is also a good practise
to use an alias for subscriptions as you can then simply filter them by a
single rule based on the "To:" line.
