How can have user-level security in Access 2007 and know who created or
updated a record for control?

ULS is an advanced topic; don't go there unless you first download,
study, and fully understand the Access Security FAQ from
microsoft.com.
In A2007 ULS is only available with the MDB format, not with the new
ACCDB format (hint, hint).

To know who created or updated a record you don't need ULS. I would
recommend you use http://www.mvps.org/access/api/api0008.htm to ask
Windows who is logged in, and store that in CreatedBy and ModifiedBy
fields in your table(s).
