There is no way to accomplish this. You are asking too much of Microsoft to
come up with something like that.
However, you can start with a trip to
www.enhanceIE.com. There you can
download the Registry tweaks that will hide the address bar, hide the search
box, put the menu up at the top.
I am still looking for a way to move the command bar around to where I want
it, and have never used the Favorites Center.
You can even get a replacement address bar at
http://quero.at/, which now
lets you put the Back, Forward, Refresh, Stop and Home icons left of the
Quero address bar. This tool can also hide the IE7 Address Bar, which I read
is actually a part of the title bar.
Of course, you can use F11 to get a full screen view of the Web content, and
F11 to return to regular.
