While possible through Group Policy this is not convenient or trivial
so the best plan is to use DHCP, and set it manually for manually
assigned IP addresses.
THis may be a good time to convert all/most of your machines to
getting addresses from DHCP.
Even machines which need fixed IP addresses can do this with
a registration.
