How do you remove a command/program from Startup?

I have XP (Home edition) and I have a command/program
listed in my startup that is causing my Internet Explorer
to change my homepage. I've went thru the steps to rid
my computer of any virus and I've identified which
command it is that is causing the issue. "regedit -s -
sys".

I've "turned off" the command in startup, but I'd like to
remove it so I can go back to a normal "boot".

Look in these keys of the registry:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\MSConfig\startupreg
