How Do You Open Network Connections as Administrator?

While logged in as a regular unprivileged user, how do you change TCP/IP
properties for an adapter? When I right click on a shortcut to Network
Connections I placed on my desktop, there is no "Run As" option.
Unfortunately, Microsoft forgot to create an "Open As" option to let a user
open an object and specify a different privilege level by supplying userid
and password.

I can get Computer Manager opened as Administrator. Is there a way to get
Network Connections to appear within Computer Manager?
