how do you get rid of this thing?

I have Windows XP, and recently my mouse pointer started
turning into a "scroll up or down" arrow automatically
and it is a real pain. Does anyone know hoew to
eliminate the "scroll" arrow and get my pointer back
permanently? I can right click and it goes away
momentarily, but then it is right back.

It could be your wheel/middle button of your mouse stuck on down (pressed)

My bet: the OP did not realize that the mouse wheel also acted like a
button. I've seen users go nuts when they accidentally press the wheel
and get stuck on the scroll. Really wigs them out.
