How do you fix lines to allow you to type on them?

I created a contract in Publisher. I want to be able to type on the lines.
How do you "fix" the lines so they are permernant?
 
This newsgroup is for questions about Microsoft Access, the database
application.

No idea. Whatever possessed you to post to a newsgroup called
"microsoft.access.tablesdbdesign" a question that has nothing whatsoever
to do with Microsoft Access, or tables, or database (db) design, anyway?
Try posting in a forum that is actually about the software in question,
or about word processing apps in general.
