How do you enable track changes in Outlook 2003?

I'm using Outlook 2003 using Word 2K3 as the email editor. The track changes
option is greyed out under tools and is also greyed out in the Reviewing
toolbar. The functionality is intact using Word alone.

It won't work. The reason (I assume) that Microsoft disabled this is because
you cannot control what e-mail program the recipient is using. He may not be
using Word as an Editor or even Outlook at all. This will make any tracking
that you have done null and void.

If you do need tracking the simplest thing to do is to put the information
in a Word attachment that is then circulated. This may or may not be
practical depending on the nature of the correspondence.
