How do you set the webpage in editor so that it fills the
browser space, so it doesn't just appear as two thirds of
the browser space. How do you get over the problem of
different screen sizes when people click on your website?

you set up your content in tables that are set to 100% to make your page
"stretchy".
as for different resolutions: there is really nothing you can do to get over
that. most people design so that there is no horizontal scroll at 800px
(about 770px worth of content) and let it flow out from there.
