how do you "deactivate" a windows xp program?

Completely remove Windows XP from his computer or buy another license.
 
my computer came with xp and a few days ago it started acting up
seriously, so i formatted the harddrive and reinstalled xp. when i
tried to activate it it said that the key had been used to many times.
i asked my brother if he has installed it on his computer and he said
he has with the same disk. i know that thats illegal. how can i
"deactivate" his windows xp program on his machine and reactivate mine?
