How do you create a Word template with permanent text fields?

I am trying to create a legally binding document template in MS Word. The
majority of the document should permanent language. However there are a few
areas that need to be changed by departments periodically. How do I create a
template document with permanent text fields?

Word calls that an "online form" or "protected form". See
