How do you activate "Publish Web" command?

I attempted to install the "Publish Web" command in File as it was neither
visible or available before. However, it is now visible but remains inactive.
So, we are still unable to publish a single page with out recently purchased
FrontPage software.
 
You need to have a web open - not just a page - to Publish Web.

You have to open a *web* to publish it! File > Open > Web (or File >Open >
Site in FP2003)
