How do I use Office 97 in windows 98?

I would like to read the Developer Solutions sample database in Office 97
Professional Edition Access in Windows 98. I get messages that the database
is "read only" (which is all I want to do) and that I can't "update the
database" (which I don't want to do.) I click OK, but the database doesn't
open. I've tried the button for open "read only databases", but that doesn't
work either.
