how do i type on top of a picture in word

i have a letterhead image from a jpeg file that i have placed in a word
document and it fits perfect on 8.5 x 11" and i want to lock it and put my
margins back were they are suppose to go and be able to type on the document
on top of the jpeg picture in word 2003
