how do I create a typeable letterhead with a graphic?

I have an 8.5 x 11 graphic that is our letterhead. How do i set up a
document to use this image and be able to type directly on it to have
everything print at one time without the graphic moving?

Greg,

Paste your image or object onto the page, select the image/object, then go
to Format> Picture>Layout>and select Behind Text. The image/object will then
be in the background and you can type directly over it. This can creat an
unnecessarily large file size however. Also, make sure the background does
not detract from your text.

That is what i did and works on my computer using Word 2003. When I sent the
file to the person that is requesting it, she says it isnt working and it
would move the graphic to the side or the next page when typing. I even gave
the same directions for her to do in case my file still didnt work. I have
yet to find out if she has had anymore probs or followed my instructions or
what version of Word she is using yet but was thinking there was more of an
"official" way to set something up like this. I guess i just need to wait
till I hear from her again.
