How can I put words on top of a picture like a transparency?

I have a picture saved in a word document. Then I also have a poem saved in
another. How can I put the words on top of the picture to have it come
together as one?

There are basically two approaches. For something like a poem, I would put
the text in the body of the document and insert the picture behind it
(applying Behind Text wrapping to it). When you need something like labels
on a picture in a document, you can insert the picture In Line With Text and
use text boxes (No Fill, No Line) formatted as In Front of Text.
